Bible doesn't say that. none of the prophecies of the Beasts have come to be fulfilled as of yet. People just assumed throughout history that they were fulfilled. And you assume you know better than all of them.

In Daniel there are four Beasts and in Revelation there are two. Aside from that, biblical prophecies often have more than one fulfillment.
