No one has said that it is ok, but, the US doesn't look at them as criminals and those that turn themselves in and ask for asylum become protected by US law, until an immigration judge can listen to their case and decide if they need asylum.

The Vatican is a small area within Rome. They have laws covering who can stay or where they can go, within the city. Try to enter a restricted area and you can be prosecuted but anyone can enter through the open gates into St. Peter's square without a passport. That is what open borders mean.

Open borders has little to do with that. Open borders allow aliens to come and go as they please, without passports. You can't do that anywhere else.

You can walk across the Vatican's border and enter into Peter's square. You can walk around and no one will border you. You can visit their museums and other buildings that allow public access. That is an open border.

Celibacy is a rule amongst priests but it can be changed, if they wanted to. A person that is married can become ordained but if their souse dies, they can't remarry. It helps if you would learn what you are talking about.
