These programs pair mental health professionals with law enforcement, it doesn’t replace law enforcement officers. Please read your own posts , it says “instead of law enforcement ONLY “
There may be some calls that don’t require law enforcement that mental health professionals can respond to but the situation in the OP is not one
Congratulations on posting more than just a link though.
I would have welcomed the help from mental health professionals when I was in law enforcement and later as head of security at a hospital.

Moore was arraigned in Washentaw County district court and charged with third-degree home invasion, stalking (domestic relationship) and breaking and entering. Third-degree home invasion is a felony charge, while the other two charges are misdemeanors.

And the college shouldn't have fired him, clearly he wasn't thinking straight, they should have got him some mental health counseling and fired the woman for tempting him

I would support that because I've spent a lot of time with psych patients in both of my careers.
What is really needed in my state is more psychiatric facilities to deal with them
At one hospital I worked at they stayed in the ER for weeks sometimes waiting to get a bed in a psychiatric facility.
At the larger hospital I went to work for we had our own psychiatric facility a couple of blocks away. It worked much better there
