Spending on necessities isn't what leads to bankruptcy. Wasteful spending is what leads to bankruptcy. When someone is on the verge of bankruptcy, spending on necessities adds to their debt. But in the long run cutting out wasteful spending is what reduces their debt.
Necessities like handing out tax cuts left and right? Or a 15% increase in defense spending (despite the fact that the President has promised that we'll be pulling back from foreign conflicts)? I'd consider that more wasteful than over-providing healthcare to people who you think don't deserve it.

Wasteful spending? Great to see Texas' Senators adding their pork....

President Donald Trump’s massive tax and immigration bill passed the Senate on Tuesday with language effectively ordering the shuttle’s move to Texas. It would set aside $85 million to transport Discovery and construct a home for it at Space Center Houston, the official visitor center for NASA’s Johnson Space Center which itself oversaw more than 100 shuttle launches over two decades.

But the Smithsonian, which has housed the shuttle at its Steven F. Udvar-Hazy Center in Northern Virginia since 2012, estimated that the true cost would be north of $300 million. That includes the cost of the transfer, the new facility to house it, prep for an alternative museum display at the Smithsonian and other related costs.

That does not hold water. Simply because you categorize the spending in a certain fashion does not magically produce the revenue to fund it. If we bring in 100 million in taxes and spend 75 million on defense and 75 million on critical infrastructure we are eventually going to go bankrupt no matter how necessary to spending is.

It is worth pointing out that Space Center Houston already has a shuttle, the Independence, though it is a version built in 1993 built for being put on display at the Kennedy Space Center (so doesn't have the electronics, etc.). What makes it interesting is that it sits on top of one of the 747s, NASA 905, that used to transport the shuttle around the country (largely used to transport the shuttle after landing in California to Florida for launch).
