Correct. Again, the issue is with HOW he did it - he falsified business records in order to hide the payment to Daniels. That's illegal.

He paid Cohen in payments totaling more than what was paid to Daniels. They will probably get a conviction with this jury but it will be appealed

Pecker then convinced Trump to change his policy and reimburse him for McDougal's story.
