I'm no scholar, but the "he" could be "they" or it may be that there is no pronoun there at all. The syntax of this passage is very difficult.

confirm seems to be "prevail" or "succeed". It does not seem to mean establish or create, as would be necessary to really convey the sacrifice of Christ - ie - the "NEW" Covenant (instituted in the upper room/Last Supper).
What is the importance of this covenant only being one week long? Christ's covenant is eternal.
I think there is a good reason to point to a fulfillment of this covenant being created 3.5 years before 70 AD when the Zealots created a covenant to rebel during their revolt against Rome. When Rome performed the AoD by besieging & desolating Jerusalem (Revolt in Aug/Sept 66 AD, siege of Titus starts March 70 AD)
At this point the people of Israel lost their independence. The 70 weeks prophecy centers on two things, the scope is limited to:
(A) "thy people" (Daniels people, the Hebrews)
(B) "they holy city" (Jerusalem and the Holy Temple-mount)
When the city was destroyed the Prophecy pauses. It awaits the time when the Hebrew People will again declare independence.
I think that the Hebrew People ARE NOT the Ashkenazi Jews of Israel today. Therefore 1948 was not the middle of the week, it was the start of the 70 year clock of desolation (third time)
The city + Temple has been desolated by prophetic decree two times, in each case the temple mount is cleansed by fire in the 70th year of the prophecy.
(1) By Babylon VS Judah (536 BC, Jeremiah's prophecy)

There are several dates of interest when concerning the modern State of Israel (Mystery Babylon is bigger than just Israel). In July 1944 the US/UK and Allies schemed an economic framework called the Bretton Woods agreements which were ratified in 1945 by most nations. Thes nations could be said to have initiated the 70 years for which Tyrus is "forgotten" meaning that world trade and financial corruption will be completely unrestricted by God's oversight. The economics of the world are totally under Satan's power.
The 1948 establishment of Israel is a key part of those agreements, as the major features of that system are run and managed by the same entities that endeavored to create Israel and create "world peace". Since that time Jerusalem has truly been placed center stage as a "stone" which the nations try to heave away, and cannot. It is the obstacle to world peace (in tandem with the Palestinian cause).
The covenant of sigificance (mistranslated "many") could be the continuation of the Zealot covanent with Edom. Edom is now under Jurisdiction of Jordan or "Trans Jordan" as it was called when Britain's Mandate of Palestine was established in the 20th century. Jordan comprises Edom and two other nations that are similarly significant to the end times (Moab and Ammon). With Damascus as a common enemy (See Isaiah 18) Edom, Moab, Ammon, + Israel and the 'West Bank' are scheming to divide up the Temple once again and I believe they will create the peace deal of all deals (See John Kerry and the Pope's recent actions).
(Syria is home to the world's oldest Christian churches, and the world's oldest continuously inhabited city - Damascus, which is prophesied to be totally destroyed.)
When this two state solution is finally done, I think we'll have started the final 3.5 years of the 70 weeks. The people of Palestine who are in fact ethnically related to Daniel's people (real semitic people) will have finally taken control of the temple -AND- established their nation once again.
They are Judah reborn, prophetically. Israel on the other hand, is "one of the nations", Israel is none other than European occupiers, they are much the same as Roman occupiers, except that they have taken the namesake of Israel for themselves.
Once the two state solution is presented, we have nearly a mirror image of what took place in 66 AD.

Both groups want the glory for themselves, they want to take the Temple and declare either man as god (Rome) or Allah (Palestinians). These two sides will make a compromise that will mirror the events of 66 BC. The Zealots rebelled against Rome by ceasing to sacrifice to the Emperor.

Revelation points to a "refresh" of the Abomination of Desolation when Satan comes down to earth and empowers the antichrist to declare himself as God. Will he make a peace treaty between these two sides?
