Yes, God willingly created a world with evil.
Isa 45:7
I form the light, and create darkness: I make peace, AND CREATE EVIL: I the LORD do all these [things].
God also created the waster to destroy!
Isa 54:16
Behold, I have created the smith that bloweth the coals in the fire, and that bringeth forth an instrument for his work; and I HAVE CREATED THE WASTER TO DESTROY.
God also created the devil

Gen 3:1
Now THE SERPENT was more subtil than any beast of the field WHICH THE LORD GOD HAD MADE.
Jesus himself told us that the devil was never holy! (Jn. 8:44)
Jesus said that the devil was a liar and a murderer FROM THE BEGINNING!
That at no time did the devil ever abide in the truth.
Therefore, neither was he ever an angel (they are heavenly beings that were created in holiness). The church world erroneously teaches the opposite of what scripture plainly states.
And the devil did not create himself.
Jn 1:3
“ALL THINGS WERE MADE BY HIM; and without him was not any thing made that was made.“
Col 1:16
FOR BY HIM WERE ALL THINGS CREATED, that are in heaven, and that are in earth, visible and invisible, whether [they be] thrones, or dominions, or principalities, or powers: ALL THINGS WERE CREATED BY HIM, AND FOR HIM:
Col 1:17
And he is before all things, and BY HIM ALL THINGS CONSIST.
God wishes for nothing; He wills it and nothing can stop it from happening.
God stated His eternal purpose in the beginning of Genesis: Let us make man in our image and likeness.
And, through Jesus (who is the exact image and representation of the Father) we too can now be made into the image and likeness of God.
AND
God said in numerous places that He was going to save every single person ever born. That is His will; so it will happen.
Don't be fooled by the ineffective church world, which promotes a very weak God who has good intentions but is unable to accomplish His own will in His own creation. They even deny that Jesus is the savior of the world by twisting it to mean that He is only potentially the savior of the world.
1Ti 2:3 - 6
For this [is] good and acceptable in the sight of GOD our Saviour; Who WILL HAVE ALL MEN TO BE SAVED, and to come unto the knowledge of the truth. For [there is] one God, and one mediator between God and men, the man Christ Jesus; Who gave himself a ransom for all, to be testified IN DUE TIME.
I don't blame people for hating the church or for hating a very cruel, sadistic and all powerful God-being who would perpetrate such eternally heinous torture on weak, finite beings. Especially since He knew ahead of time that untold scores of billions of people would not accept Him before they died, and yet He went ahead anyway and brought them into existence knowing that He would torture them in unspeakable agony for an eternity without any hope of relief. ( not to mention that no one can come to Jesus unless the Father draws them - and He does not draw everyone now). What about Pharaoah? He tried to let the Israelites go, but God was the one who kept hardening pharaoah's heart. Ultimately God killed him in the sea.
The church world teaches that death is some kind of 'line' drawn in the sand over which God's mercy and love are unable to go. Again, it is opposite of what the scripture teaches. (Romans 8)
According to what churchianity teaches, God would have to be powerless or stupid.
Thankfully they are wrong. They err because they neither know the scriptures nor the power of God.
