Here we see the Quartet of Power, as the world calls them - Britain & the USA, Russia and the European Union. And with these Great Powers is the United Nations. They gathered together to welcome the Palestinian Elections as a Positive Step forward.
This meeting took place in 2005, and these powers are still in place, only the leaders have changed.
The United Nations is not one of the `beastly` powers that Daniel saw, but is associated with them in a `motivational` role. It has the global set of moral values and goals to `save the planet` that all countries and religions accept - tolerance, inclusiveness, respect responsibility civic virtue and `Sustainable Developmental Goals.`
The Great powers realise that these moral values and goals, espoused by the United Nations harnesses the people`s hearts and minds. Thus they gladly let the United Nations join with them on the world stage.
