Collect used backpacks from those who are graduating or have old one they're going to replace.
These are great for homeless to carry their belongings in.

Maybe ask businesses who sell products you desire to include & hotels
if they'd consider donating some samples.

Father God, grant them wisdom and ideas and also may You help these ones to find resources to fill those care packages for the needy and homeless, In Jesus Name, Amen.

This idea may be too late for this year, but maybe for next year (all year long) you can ask for donations for the items you need, combs, soaps, shaving lotion, moisturizers, shampoo etc or ask for cash donations to buy these things. Too, if you gave out the packages out in groups as there would be less risk of offence if everyone gets one. It's a very thoughtful and nice thing that you are doing for these people.
