Yes. Very closely related to us. Either a race of H. sapiens, or a species so closely related to us that the two groups freely interbred when they met. There are archaic H. sapiens that were more different than us, and a few species of Homo that were not of our own species. H. ergaster was closest to our own, based on anatomical details, last time I checked. "Human" means "member of the genus Homo." So lots of them in the past.

There's no reason to think they were dumber than we are, but for some reason, they were very culturally conservative; their toolkit changed very little over time. Interestingly, they seem to have been perfectly able to borrow the toolmaking technology of anatomically modern humans where they encountered them. There is evidence that anatomically modern humans copied some tools from them as well.

They had larger brains than we do, but due to greater muscle mass, their brains were about "the right size" for body size. Their brains were shaped a bit different than ours, and there's a good deal of interest in what that might have meant for mental abilities and behavior.

Think a study found they suffered injuries indicating they were getting very close to large dangerous animals, likely while hunting. But as to projectile weapons, did such exist contemporary with Neanderthals? Those likely would have been atlatl, with the earliest one found dating maybe 17,000 years ago. Since spears and throwers are made of wood, atlatl could go further back. But is is possible to say "Oh, that's a thrusting spear point" and "Oh, that's an atlatl point?"
