I can think of many reasons to see the Woman as Rome. You have just stated one of the biggest reasons. The only city John's readers would see as the "great city" ruling that part of the world would be Rome. However, Jesus had John couch his words and their meanings in mysterious language so that hostile Romans, reading this, wouldn't have a clue what he was talking about. However, Christians, versed in the book of Daniel and on the dreams of Nebuchadnezzar and Daniel in Dan 2 and 7 would surely know that the 4th Kingdom was Rome, and that the "eternal city" is Rome, which will not be so "eternal" when Antichrist burns it."The woman you saw is the great city that rules over the kings of the earth." - Revelation 17:18 NIV

I can't be dogmatic about *anything* in the book of Revelation, except Jesus is coming back! Peter called Rome Babylon, not because it was, but for what it represented, a world built upon the self serving image of man. Even the beginning of institutionalized corporate Christianity rejoined that world and rejected the Kingdom in the time of Constantine. A different book using the old cover.Those involved will involve the local community and work to create a sustainable situation.
