Jesus said that when the disciples tried to prevent children from "bothering" Him. There is no mention of salvation for all dead children in that text or of them being "covered by His word".

I think they're covered too. They're incapable of receiving any revelation of law, and sin is not imputed when there is no law (Romans 5:13).
