One of the tiresome things about conspiracy theories is, one has to run a check on every single claim no matter how simple it seems to be. Thanks for the research.

Grady is the final arbiter of the ethics of of those applying for grants. So yes nothing goes out without her say so. If money was given out for gain of function research then she approved the research.

I suggest the anyone who doesn't know who or what the commission is and does should read the FAQs to get an understanding of the commission.
Grady is not the head of the commission either as you would see in this section.
