'twould work on Truman Dam and take out the electric grid for the Midwest, kill a bunch of fish, destroy thousands of homes and businesses and kill a bunch of people that way, cause a quake on the fault that is near there, and generally cause havoc. Sounds like a plan.
Dunno if a propane tank bomb would be strong enough to do that much damage to a dam and those are usually at least fenced off or restricted and not open for public access I thought.
If you were to make a bomb out of a propane tank, you're probably doing it because of the pressure/force associated with it, and not pure explosive destructive power that you'd use to bomb a structure with the intent to destroy it or heavily damage it.
You'd use a pressure/force bomb more for shrapnel to kill people with IMO.

Step 1). Make a Pipe Bomb (there are materials on the internet for this)
Step 2). Rig the phone's vibrator up for a detonator. (you can find this on youtube)
Step 3). Put the Pipe Bomb on one side of the propane tank.
Step 4). Put the shrapnel bag on the other side of the propane tank.
Step 5). Place the propane tank up against a solid wall so that the force of the blast is directed outwards (pipe bomb goes up against the wall).
It's common sense physics. Bomb goes off, detonates the propane tank, and lots of pressure and force is produced. The pressure and force will mostly go through the path of least resistance -- to the one side is a solid wall, and to the other side is air. Most of the pressure and force goes through the air, while some goes through the wall and to the sides.
It's basically a crude version of a claymore mine; it uses similar concepts.
How about pastor Kevin Swanson, who called for the death penalty for homosexuals at the 2015 National Religious Liberties Conference, attended by three Republican presidential candidates?
If the Propane Tanks and the Phones are connected in some kind of plot (let's set aside ISIS, Muslims, etc and just assume for a second that some criminal wants to do something heinous, regardless of who or why), what else have they bought that we don't know about?

MACON, Missouri (KRCG)- Authorities in Macon, Missouri announced Friday that a bulk purchase of cell phones there was the work of a cell phone trafficking ring.
The Macon Co. Sheriff's Office says that groups typically buy prepaid phones at low prices and sell them for profit elsewhere. The Sheriff's Office says the purchase isn't related to violent crime.
Macon is one of six Missouri cities where police say small groups of men have bought dozens of phones. Jefferson City Police say someone tried to buy 50 phones at Walmart early last weekend.
