Chrono Trigger tried to run with this idea, but it was more about the 13 or so endings that you could get by finishing the game before or after certain big events. Most actions just moved you further down the timeline regardless of what you did. And the actions you took when playing around with the princess at the beginning only affected the result of the trial - not the outcome afterward.

I wonder what the big fuss was about this game so I went and downloaded an emulator and rom and played the game on the computer. I never finished it because I got lost but it was a good game.

"Hidden Agenda" an old game where you play the leader of a fictional central American country shortly after a revolution by a coalition of various political factions.

The game is almost nothing but the sort of choices you make in games like KOTOR/Mass Effect, who to appoint to what position, making all sorts of internal and foreign policy decisions(this is mostly done through dialogue options, as opposed to say "Tropico"), many of them are as much matters of what is practical as what is morally ideal.

But I'm not sure that game counts since it has as about much of a "story" as the "Civilization" games, but it' hard to beat it for how much decision making of that sort affects what happens, as your choices pretty much make the story.

Although maybe I could argue such a game has a character driven story as opposed to the plot driven stories of say Mass Effect or KOTOR.

The choices in KOTOR or Mass Effect didn't seem to really affect the story much, not until the very end with KOTOR anyway(which I hated), your choices mostly just got you moved up and down the Evil-O-Meter.

Yeah I can agree with that about Kotor and Mass Effect. The choices don't have a huge impact until the end, or in Mass Effect's case the next game.
Although in Ogre Tactics Let Us Cling Together, it radically changes the story. Who's side you're on, the people you meet, the allies you recruit, what is generally important during the story. I love it.
I would say your example qualifies, because changing how the game is played generally counts here, thanks to my vague first post.

My favorite games are Zelda, Final Fantasy 7 Crisis Core, and Kingdom Hearts.
They all have a great story line to it and great animation.

Those are good games, without a doubt, but that aren't really related to what I was talking about when I made this thread.

Indiana Jones and the Fate of Atlantis

An old LucasArts point-and-click game that would have made a fantastic movie. The story plays out roughly the same but you have a choice about where to go, who to talk to, and whether you want to use your fists or brain to get it through it. It's incredible, funny, and challenging.
