No question about it, He looked down through a tunnel of time and saw how each of us responded to the Gospel, then He "elected" us based on our future choice to accept or reject His Son. God loved us because we first loved Him don't you know.

Wait .. , that's how the 'other guys' put it, isn't it? ..

All kidding aside, our election is based on the "good pleasure" and "kind intention" of the Father. It's based solely in His sovereign will and is not influenced by any outside factors, but what you are asking ("Why did God elect who he did?") has not been revealed to us.

I can accept that it has not been revealed to us. I would be so bold as to claim, though, that God's choice is not arbitrary. I also agree that we have no part in it. Regardless, I believe he chose who he chose for a good reason.

He chose us for the best reason, His reason.

Human reason would look at what a person is like, or would become. God chose us despite who we are and makes us what we become to His glory. If you start to define reasons in man why one is chosen and another isn't, legalism is the natural result, so I do caution you on that train of thought.
