For example, if a man puts on a pair of womens shorts in ignorance. Is he truly a cross dresser?
I mean he DID wear womens clothes.... but it wasnt to be "lady like" he just grabbed clothes and wore them.
However, the one that knowingly wears womens clothes, generally does so because they like to be more effeminate and are feeding their desire to be something other than what God made them.

The word skirt in the Bible is likely referring to the border of a coat. Whatever the case even secular shops in most cases distinguish between men's and women's clothing. Even if a garment is the same it is shaped differently at least.
We aren't told much about what Jesus wore, but why would we assume he didn't dress like a man in his culture?
Babies of indeterminate gender are a special case and an extreme minority. A person is only judged based on what they are capable of. For instance, an insane person is not judged guilty of murder.
But if something was formerly detestable to him, but now he likes it, wouldn't that of necessity mean that God has changed? And we know he doesn't change.
