I would agree that the first part is about the tempter but then it goes to the one being tempted. Many christians don't see that they tempt other christians as Peter tempted Jesus in Matthew 16.
22 Then Peter took him aside and began to rebuke him, "God forbid, Lord! No such thing shall ever happen to you." 23 He turned and said to Peter, "Get behind me, Satan! You are an obstacle to me. You are thinking not as God does, but as human beings do."
Just as Peter tried to get Jesus to turn from what God appointed him to do, sometimes christians do this to other christians in their church or another church. I can't tell someone what God wants them to do with their life or if God has given them a gift of the HS and I tempt them into not receiving it because I am weak in faith. That can be a grave sin.
At the same time, the christian who is tempted by persons or circumstances, they need to cut those out of their life. As an example, a person may have a childhood friend that can very destructive to their marriage. If this is the case, the old friend needs to be cut off so that they don't lead the person into a divorce and sin. Or, if a person has a problem drinking alcohol and it causes problems, the person should stay away from alcohol. It is better to cut away what causes sin than to lose eternal salvation.
Matthew 5:
29 If your right eye causes you to sin, tear it out and throw it away. It is better for you to lose one of your members than to have your whole body thrown into Gehenna. 30 And if your right hand causes you to sin, cut it off and throw it away. It is better for you to lose one of your members than to have your whole body go into Gehenna.
Mark 9:
42 "Whoever causes one of these little ones who believe (in me) to sin, it would be better for him if a great millstone were put around his neck and he were thrown into the sea. 43 If your hand causes you to sin, cut it off. It is better for you to enter into life maimed than with two hands to go into Gehenna, into the unquenchable fire. 44 45 And if your foot causes you to sin, cut it off. It is better for you to enter into life crippled than with two feet to be thrown into Gehenna. 47 And if your eye causes you to sin, pluck it out. Better for you to enter into the kingdom of God with one eye than with two eyes to be thrown into Gehenna, 48 where 'their worm does not die, and the fire is not quenched.'
