A vote is an OFFICIAL opinion by someone who is eligible. There is nothing that keeps other people from having a non-official opinion and sharing it when it might be helpful.

So because it is OFFICIAL that makes it a better opinion, or something other than the opinion that the person that can't vote on expressed, even though it is still his opinion?
