That line appears in the chorus, after Toby, Willie and the posse have cleaned up the bad guys. Then

When the gunsmoke settles we'll sing a victory tune
We'll all meet back at the local saloon
We'll raise up our glasses against evil forces
Singing "Whiskey for my men, beer for my horses."

It's a reference to old time western movies. The men in the posse got whiskey; the horses got beer.
