1 John 4:16-18
God is love. Whoever lives in love lives in God, and God in him. 17 In this way, love is made complete among us so that we will have confidence on the day of judgment, because in this world we are like him. 18 There is no fear in love. But perfect love drives out fear, because fear has to do with punishment. The one who fears is not made perfect in love. NIV
The 'fear' in Proverbs has more to do with reverence than being frightened. We are great security in God's love for us.

have you looked up the word fear in ancient greek?
Proverbs was written in Hebrew, not Greek.
OT:3374 yir'ah (yir-aw'); feminine of OT:3373; fear (also used as infinitive); morally, reverence:
yirah OT:3374, "fear; reverence." The noun yirah appears 45 times in the Old Testament. It may mean "fear" of men Deut 2:25, of things Isa 7:25, of situations Jonah 1:10, and of God Jonah 1:12; it may also mean "reverence" of God Gen 20:11.

Of course our God is awesome. That can produce wonder, praise, deep respect and a sense of otherness that is overwhelming. John knew that. He was on the mountain when Jesus was transfigured and the Father appeared. Yet, he is known as the disciple of love, and it was from his writing I first quoted. Paul follows a similar theme in Ephesians where he says that the very foundations of our lives is to be love:
Eph 3:17-19
17 so that Christ may dwell in your hearts through faith. And I pray that you, being rooted and established in love, 18 may have power, together with all the saints, to grasp how wide and long and high and deep is the love of Christ, 19 and to know this love that surpasses knowledge that you may be filled to the measure of all the fullness of God. NIV
To live in constant fear is to not live in freedom, but bondage. That was the state of the pagans, not those who committed themselves to the 'good news (the gospel).

If so then why did John tell us that love casts out fear? Or as children of God - surely love not fear is the basis of good family life?
Probably my deepest discomfort is from your implied theology. What sort of heavenly Father wants his children to live fearfully? To constantly live within your perspective contradicts the Scriptures where love is to be our very foundation. Your God is somewhat schizophrenic, or some less than ideal heavenly monster.
