Looking for the oldest complete codex without a New Testament?

Not sure on that. The oldest complete Hebrew codex used to be Aleppo before parts of it were lost.

The oldest complete might be Codex Ambrosianus. The Peshitta. It's Syriac. From (according to Wurthwein) about the sixth or seventh century AD.

You can download a facsimile by going to Google, typing Ceriani Veteris and clicking on the first link you see "Resources - Syriac Books" (FYI, it's a Mormon University page).
