Here is a site which shows craters which are supposed to be from meteor strikes.

It would seem they should be random if caused by meteors and localized to an area if they were the result of a nuclear war.

The map is of course not proportional but it does show a specific area of impact.

It looks like Europe is a favorite target.

It would seem most of the heavy hit areas may be a hole and therefore be underwater.

As it is now most of the population centers are close to the ocean water level.

Also the amount of ice at the poles and changes in the ocean bottom could displace enough water to raise the ocean 100 feet which would cover most of the costal areas.

Not that there would be much left after a nuke.

That doesn't make a whole lot of sense, and wouldn't happen.
Why not?
The bio matter has to go some place.
As for starting from scratch.

Pick 12 people at random.

Take away the houses and utilities, normal food and water access.

They would survive.

They are not going to build a car or fix a power line.

They are not going to go to the power generation facility and fix it.

Learning farming would be important.

Gasoline would be expended and not replaced.

The cities and other areas are radioactive better not travel.

So how long does it take to forget?

The dark ages lost a lot of information.

And why rebuild it so you can have another war?

They may even reject technology.
