Personally,.. no I don't think these listed are principalities or powers. I feel principalities are fallen angels who have certain powers they associate over big regions, and under those regions demonic beings can be active, which in turn afflict mankind and try to thwart GOD's plans.
That's just my opinion on it going off what I have read in the bible so far.

As an afterthought, I've often wondered how these 'powers and principalities manifest themselves' - not in broad terms but in specifics.
Well, there is nothing I know of listed in the bible on what it is they specifically do besides hinder GOD and HIS angels. We seen that with Daniels prayers.
Fallen spirits are territorial, as well as mankind is territorial and controlling.
The Bible only lists one or two spirits by name, Legion and Lucifer.
Uhm..."my" name is Legion. My is a singular pronoun referring to one's self. So even though Legion represented a multitude of spirits, "he" referred to "himself" as Legion so it's likely that the head spirit of the "we are many" was called Legion. Likely he called himself that because the word legion denotes multitudes. But it was the name he gave Jesus after Jesus asked "what is your name?"
As far as Lucifer...tomato-tomAHto...Satan is listed as a name in the Bible and one of the titles of Satan is the Son of the Morning, so Lucifer (morning star) could likely be a name that he went by. But even if he didn't and Lucifer is not in the Bible (I thought it was) then Satan's name IS in the Bible so we still have him listed.
Legion...and Satan. Other than that, a demon will go by any number of names according to the region it's in, what is does specifically, or who it is worshipped by.
Was the Dean of the clothmakers guild in Thyatira not a woman called Jezebel? She was a member of the church and was advocating that the believers take the oath of allegiance to the Roman Emperor Domitian, which would involve sacrficing to him as a god.
Hence her bad mention in the letter.

If there is a harassing spirit named Jezebel, then how would one character suddenly pop up in thousands or hundreds of thousands of people who happened to irritate their pastors?
If a demonic spirit is believed to be a fallen angel, then each demonic spirit would have its own name, like angels are named Michael, Gabriel, etc. One being is generally in one place at one time.
Declaring Jezebel spirits has been a very handy way for leaders to squelch people they didn't care for -- people who weren't voting the same way, people who weren't afraid to speak out against sins.
Even the baby laughing situation, however notable, does not necessarily mean there was a spirit named Jezebel. Maybe there was a demonic spirit laughing at how easily we'd buy into that.
I would not make such a big fuss over this, but in the many times I have heard the term used, I have never seen a person truly exhibiting wrong actions. In every case, it was a matter of a shepherd not getting their own way -- imagining that they were king over a fellowship, and ready to strike out at anyone who did not support that sovereignty.
Maybe there is a Jezebel spirit, and maybe not. But there is a much larger issue to address when this word comes up.
The Israelites wanted Saul to be a king, so they could be like the other countries that appeared strong because of a king. God did not consider monarchy His best design for governance, but allowed it and granted the people's request.
We are doing that again -- we want big names in our churches, so our church can appear stronger. We recruit outside our regions, hire big name coaches, pay for promoting our teams. We spiritually compete.
If we were doing everything in love, then perfect love would cast out all fear of Jezebels in our churches.
