I am the administrator but W7 will not let me uninstall a program

It could be a permissions problem. If you can find an Uninstall command under the program's group on the Start Menu, right click it and select Run as Administrator.

Or it could be an open hook. You could try to uninstall in safe mode (press F8 on boot).
