the OT affirms Christ came to punish the shepherds and scatter the sheep. In Ezekiel 34, God is angry with the shepherds for failing to care for the sheep, some of which are lost, driven away, and scattered.

I am certainly a Historicist, You may not be, I think you do not know what the word and practice is; or you practice an Orwellian version. You may also be confusing method with result.

Jesus fulfilled Ezekiel 34, as he fulfilled half of those things said of him in the Law and the Prophets before he was cut off; as any good Jew could tell you about half of those prophesies the Messiah was to fulfil are outstanding; but still to come.
