Definitely not true. A saved person can Apostatize and lose salvation. How could a non-saved person be given the title of Apostle? Judas is an example of being saved and a chosen vessel to serve the Lord and he chose to be evil, steal and ultimately betray Jesus himself serving Satan's desires, and committed suicide. That is a perfect example of Apostasy.
