I think it depends on what he means by the people wanting an Ayatollah. If by that he means a religious fanatic that still operates under the present structure of government then sure, but if it's an actual Ayatollah-wannabe wanting to replace whatever government structure is in existence w/ a theocracy based on his own brand of religion then I think surely more than 50%+1 must consent. It's no surprise these people would support the Cuban revolution, which murdered many. It's a surprise that people who have some regard for actual democracy defend it, though.
