Romans 16:7 YLT. salute Andronicus and Junias, my kindred, and my fellow-captives, who are of note among the apostles, who also have been in Christ before me.

7 Greet Andronicus and Junia, my countrymen and my fellow prisoners, who are of note among the apostles, who also were in Christ before me.
I assert that these two persons Paul mentions are apostles who stand out from other apostles of Paul's time. Because the alternative is that they were of note with Paul and the remaining 11 apostles. The 11 were far distant from each other and could only confer by the ancient world postal service, between Rome, Russia, Greece, Jerusalem, Egypt and India. And the apostles would over time need to hear about names dropped from 10,000 believers across the world.
So in short I'd say the Spirit of God commissioned them as apostles among several that did not personally know Jesus.
