Why not? It would seem to be the most significant part of the theory, if indeed the theory were to be taken seriously. Declaring that a designer was responsible invites the question of how the designer was able to accomplish his/her/its design. Not to mention the related question of where the designer came from...

Because evolution deals with the diversity of life, not the beginning of it. It never claimed to deal with the origin of life. Not once.
Well, there you go. ID theory deals with the diversity of life as well as the beginning of it.

In science we break things down to subjects that are relevant so that we can discuss them without getting sidetracked. It's why we have different fields of study, like biology and physics. It wouldn't make sense to mix the two now would it? And then we get into what we study in each discipline.
