Sin was in the word before the law was given (Romans 5:13), so there were no actions that became righteous or sinful when the law was given, but rather the law revealed what has always been and will always be the way to do that.
Yes, sin was in the world before the law was given, but, the law of Moses did not reveal "what has always been". If that was the case, then it would have been unlawful for Cain to have sexual relations with his sister, who was also his wife (Gen 4:17)? But, of course that wasn't sinful. But, it would have been under the law of Moses. So, what you said is not true. Cain having sexual relations with his sister wasn't unlawful at the time due to the fact that commandment didn't exist yet and that was for good reason. It wouldn't have made sense for that commandment to exist at that time. The only options Cain had for a wife were his sisters, so it obviously would make no sense for it to be sinful to marry one of his sisters because of that.
