Fearing God is to respect Him. For the other version, it is man we must fear for any evil that comes is at our own hands. That is why God commands us to love our enemies, not just our own or ourselves. In doing good to all we can lessen their anger, hence our fears will be decreased. Of course, mankind has other ideas in the pursuit of self interest, our original sin.
