He says here, "For I tell you, unless your righteousness exceeds that of the scribes and Pharisees, you will never enter the kingdom of heaven." The Pharisees were all about keeping the Law in every way possible, externally-speaking. No one could look at them and point a finger of blame based on what they see concerning the keeping of the Law. Paul, who was once a Pharisee himself, said of that life he lived blameless under the Law (Philippians 3:6), but such a life was useless rubbish because the rightousness that came by obeying the Law was a righteousness of his own, and not the righteousness of Christ. His way was to work himself into favor with God, rather than faith in the work of Jesus, throuogh whose righteousness alone, we obtain eternal life. In context, Paul describes it as such,
"a Hebrew of Hebrews; as to the law, a Pharisee; as to zeal, a persecutor of the church; as to righteousness under the law, blameless. But whatever gain I had, I counted as loss for the sake of Christ. Indeed, I count everything as loss because of the surpassing worth of knowing Christ Jesus my Lord. For his sake I have suffered the loss of all things and count them as rubbish, in order that I may gain Christ and be found in him, not having a righteousness of my own that comes from the law, but that which comes through faith in Christ, the righteousness from God that depends on faith that I may know him and the power of his resurrection, and may share his sufferings, becoming like him in his death, that by any means possible I may attain the resurrection from the dead." Phil 3:5-11
The requirements of the Law are fulfilled for those who are saved by faith in Jesus...
By sending his own Son in the likeness of sinful flesh and for sin, he condemned sin in the flesh, in order that the righteous requirement of the law might be fulfilled in us, who walk not according to the flesh but according to the Spirit. Romans 8:3-4
