Proverbs 24:21
21 My son, fear the LORD and the king; Do not associate with those given to change;

Can someone please tell me what is being meant by the phrase "given to change".

The NIV has this
Prov 24:21 Fear the Lord and the king, my son, and do not join with the rebellious, NIV. It seems translations vary between change and rebellion for the translation of the Hebrew word.

So, it can mean a person who is disrespectful of authority (rebel) of someone who can't hold to a position or is unreliable. Either way, it's good advice to not get too close to such a person.
