NASB, Gen 12:

It is the same Hebrew word. The LORD touched Pharaoh. The vertical (spirit) realm interacted with the horizontal (physical) realm.

Genesis 28:

12 And he dreamed, and behold, there was a ladder set up on the earth, and the top of it reached [H5060] to heaven. And behold, the angels of God were ascending and descending on it!
A ladder on earth H5060-touches the heaven.

1 Kings 19:

In the Gen 12:17 passage, the verb is in the Piel stem, which generally intensifies the basic meaning of the verb, here being "to touch." The multiple different Hebrew verb stems can significantly alter the base meanings of verbs, which is why the same numbered verb can have so many different translations.

Qal is the base meaning of the verb, such as found in Gen. 3:3 above.
