Both the poor and the rich are ordered to leave. I'm sure the gaurds will be forced as well, the bottom line is the place just isn't safe to live.

It is naive to think that the security companies would be forced out.

I wouldn't have a problem with them staying, escpecially if they have workers trying to fix damaged roads, power lines, and basic things like that.
You can control them, because if they get out of line, you can fire them.
But normal civilians with familys, kids and basic needs, would be asking for trouble in a situation like this.

I believe the Guard is under control of the Governor.
Presidential controlled troops would conflict with Possey-comititus act.
The Governor can use troops to aid in law enforcement but not the President.

Conspiracy theory would be that the Feds want to take guns, but I don't believe the Goverment(federal) can keep anything quiet.
