Not necessarily. God has saved murderers, thieves, and thugs. Most atheists I know are nice folks. God has saved many an atheist.
I let God choose and I don't fret over things that are out of my control.

No one knows. Which means you may one day be walking in faith, trusting in Yeshua's atonement for your sins.
Many fine atheists have come to faith.

That...is called...Sovereign right.

As law breakers of God's moral law, his specific will is our punishment for our crime. This is just.
As a Sovereign King, He has the right to pardon whom He wills. This is mercy.
As a Father, He can adopt whom He wills into His family. This is an act of grace.

There is nothing wrong with God being able and willing to choose.
That's easy for an adopted kid to say. Us here at the orphanage feel a little differently about it.
