Moral: don't commit petty crimes in RED states -- they'll throw the book at you for the most minor of infractions.

Well, really, he served two days in jail because he failed to appear in court, and the judge just gave him credit for that. It could have been a lot worse:

Failure to license an animal carries a fine up to $1,000 and a possible 30 day jail sentence in Bismarck.

I'm thinking whoever was responsible for that law had an axe to grind with a neighbor.
