In the Far East and Mid East, trousers were often traditional women's wear.Not to my knowledge? A kilt is a masculine garment. Traditionally, Highland women wore tartan skirts of ankle length, for modesty (and warmth!)
There are other places and times where skirts or skirt-like garments have been or continue to be masculine dress (sarongs, cassocks, etc). Historically, in fact, trousers are a relatively recent development; it seems that in earlier times men all wore robes. Trousers were developed for the convenience of people who rode horses; and since, at first, that was typically men, they were for a long time seen as "men's" clothing.
