Is wearing a kilt (for a guy) considered "cross dressing" which is prohibited in scripture?

Not to my knowledge? A kilt is a masculine garment. Traditionally, Highland women wore tartan skirts of ankle length, for modesty (and warmth!)

There are other places and times where skirts or skirt-like garments have been or continue to be masculine dress (sarongs, cassocks, etc). Historically, in fact, trousers are a relatively recent development; it seems that in earlier times men all wore robes. Trousers were developed for the convenience of people who rode horses; and since, at first, that was typically men, they were for a long time seen as "men's" clothing.

That has been my opinion as well. I know others who think otherwise.

I have identified with my wife's clan "Montgomerie;" but there are Wallaces and Williams (welsh clan) on my mother's side as well. My German name of course has no tartan.

I have, to my knowledge, no claim to a tartan by family. I am, however, very fond of my clergy tartan, which I wear traditional-style at ankle length.

Indeed. Clergy tartan (blue/grey and black) is much more subdued.

Most Scottish clan tartans are much more vibrant.
Wallace Tartan almost everyone knows as the 3M plaid.
The Green 3M plaid is the Wallace Hunting tartan.

The Williams tartan is Welsh and more subdued:

In the Far East and Mid East, trousers were often traditional women's wear.
