Who was he? Judas?

Judas betrayed Jesus in the Garden of Geshemene in John 18:

12 So the band of soldiers and their captain and the officers of the Jews arrested Jesus and bound him. 13 First they led him to Annas, for he was the father-in-law of Caiaphas, who was high priest that year.

First, they took Jesus to Annas.

24 Annas then sent him bound to Caiaphas the high priest.

Then, they took Jesus to Caiaphas.

28 Then they led Jesus from the house of Caiaphas to the governor’s headquarters.

Caiaphas delivered Jesus to Pilate, who questioned him.

11 Jesus answered him, “You would have no authority over me at all unless it had been given you from above. Therefore he who delivered me over to you has the greater sin.”

Who was he?

From Pilate's perspective, he would have understood that "he" refers to Caiaphas.
