Though eternally decreed for salvation, one is not actually saved in time until one believes in Jesus Christ, which is a certainty for the elect.

Abraham was chosen before the foundation of the world, but he was not imputed with righteousness until he believed (Ge 15:5, Ro 4:2-3).
Sinners (all humanity) are born condemned (Ro 5:18).
God has decreed who will believe and thus be saved, but they do not believe, and are thus not saved until they come to faith in Christ and are thereby saved (Eph 2:8-9).

The NT presents it being executed in time, and not actually effected until it is executed in time, it nevertheless being sovereignly certain.
