Not in every other area. For example, 17 year olds can enlist in the armed forces with parental consent and a high school diploma. Age of consent, which legally is closely related to marriage age, is below 18 in most of the world.

My personal feeling is likely that a HUUUUUUUUGE majority of these child marriages are happenning in kinda messed up religious sects. But I have no proof of that. I mean, I guess I wouldn't be surprised if they don't even register their marriages with local authorities.

I have a different feeling. This is the law's provision that children of teenage girls who get pregnant still have the opportunity to grow up with a mother and a father.
