Starr County, the single most Latino place in America, sits along the muddy waters of the Rio Grande in the dusty scrubland of South Texas. At 97 percent Latino, Starr is more Mexican than some places in Mexico, and, for well over 100 years, it voted solidly Democrat. In 2012, Barack Obama won with 86 percent of the vote; Hilary Clinton won with 79 percent. In 2020, there were warning signs for Democrats when 47 percent went for Donald Trump, but many of them dismissed it as a fluke.
