Who hewed the tablets?

Regarding the first tablets, this is not stated explicitly. The assumption is that it was God who hewed them. When God says in his command to Moses, "Hew for yourself two tablets of stone like the first," the question arises whether the words "like the first" refer to the stones or to the hewing.

Did God make the first set of the tables?

And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God. - Exodus 31:18

It's like... Moses broke the first set... Let him make the second!

And the Lord said unto Moses, Hew thee two tables of stone like unto the first: and I will write upon these tables the words that were in the first tables, which thou brakest. - Exodus 34:1

YHWH wrote the words on both sets and hewed the first set. Moses hewed the second set. YHWH also creates the third set and writes the words on it (hearts and minds under the New Covenant).
