OK, the worlds were framed. Is that the same as created the worlds from nothing?In the beginning, God created the heavens and the earth. The term is Ex nihilo. When God said, "Let there be light", that was the energy that helped propel everything else... The God of the Bible, not the LDS god, is the uncaused one who has caused all of creation...

3 By faith we understand that worlds were framed by the word of God, so that the things which are seen were not made of things which are visible.
Being righteous does not give a person omnipotent power...
"so that the things which are seen", what is seen when a world is created.
1) mountains, water, land, trees, etc., etc., etc.
"were not made of things which are visible", what makes things, but are invisible?
1) atoms, quarks, molecules, etc., etc., etc.
Can you destroy an atom? If you cannot destroy it, then you cannot make one either. Then the atom is also everlasting to everlasting.
Did God make the atom? Unknown.
Was the atom before God? Unkown.
Was God before the atom? Unkown.
All we do know is that God commands the atoms and they obey. Why do they obey? Because atoms respect God's holiness, his Godhood, his Word. And if he did create them, then that is another reason they might obey him. But, as all things that God created, they do not all obey, just because he is the creator.
