I came across those in a book I’m reading.

For those who hold to a future millennial kingdom, what will be different?

Why will people be more obedient to God during the earthly millennial rule of Christ?

Why will an international bureaucracy be able to make men behave according to God’s law?

Why will Christ’s mere physical presence 10,000+ miles away make mankind significantly more obedient, when they refuse to obey Him as God today?

Christians returning with Jesus will be placed in positions of authority in the nations.

Simple answer: Satan and his minions won't be around to deceive and lead people astray.
As Isaiah 65:18-25, Micah 4:1-8, Zechariah 14:16-221, +, describe; it will be a time of great Blessings.
Four questions. So I’m not sure a simple answer will suffice.

Heh.
There goes most of the internet!

Also...
... roughly ...
... how big would you say the population at the Start of the millennial reign is?
... I mean of humans who have not seen death yet, have not been raptured, resurrected, glorified etc.
... humans who survived everything that went down

That number of actual "humans" might not be all that big. It certainly isn't 8 billion.

Jesus will be there in the flesh so it'll be impossible not to believe He exists or He is who He says He is.
Satan won't be there to provide an alternative.
What will not be accomplished by the presence of Jesus, is believe that God is good and love for God. It'll be a strict rule, men don't like strict rules.
Leaving them vulnerable to deception when Satan is let loose again. Satan proposes an alternative, man in their wickedness takes it.

You probably want to share with us the contents of the book you are reading.
Or you could answer the question. Or not. Just don’t pretend like you did.

This view really seems to make the Holy Spirit impotent right now. Jesus said that He had to leave so that the Helper would come. And that we’d do greater things. Now it appears as if the Helper isn’t very helpful.

Well the holy spirit is here and billions of people don't believe Jesus Christ is the son of God, or that the God of Abraham, Isaac, and Jacob is the true and living God, and some deny the existence of any God, or that Jesus was even a Historical person.
The difference is in the Millennial Kingdom, they will not be able to deny Jesus being real, Jesus being the son of God, or that the bible is true.
What they will know: that God created them, has sovereignty over all things, and that He has the power to judge and condemn them.
What they will not believe necessarily is that God is good and has their best interest in mind.

Rebellion results from 1 of 2 things:
1. A desire to be like God (such as the fall of Satan)
2. A belief that God is holding out on you, that God is not doing what's best for you. That is the temptation in the Garden and what usually causes rebellion in men.

I believe the last sin parallels the first sin, in that it happens when Satan is introduced onto a fairly naïve population (those born during the Millennial Kingdom, who did not first hand witness evil prior), teaching them to doubt that God has supplied every need for them and God is holding out on them something good that has been forbidden them.

Just checking. You don’t think the Holy Spirit can do the work.

well, has He?
do we have a planet full of people full of faith?

Luke 18:8 says "Nevertheless when the Son of man cometh, shall he find faith on the earth?"
and the Apostles taught that the world would become more and more ungodly.
Not your seven mountain mandate.
