"...The two other draft laws have even more concrete provisions for controlling civil society and Western institutions; both could be passed as early as this summer. The foreign NGO law proposes that such organizations be registered and regulated by the Public Security Ministry, a step that William Nee, a China researcher with Amnesty International, equates to treating them “as potential criminals.”

The law would apply to all nonprofit groups, including schools and artistic organizations. Even those groups with no China operations but who want to hold an event here would have to register with the police.

Before registering, foreign NGOs would have to find an official sponsor. To get official backing and to win the approval of the security ministry, the NGOs would have to drop or severely curtail activities that officials might consider politically suspect, like those aimed at helping China build an independent judicial system, for example.

In addition, funding given by foreign NGOs to “more outspoken” Chinese NGOs would “rapidly dry up,” leading to the shutdown of many of those groups, wrote Maya Wang, a researcher with Human Rights Watch. Ms. Wang said the law would affect her group’s activities."

..."In a little more than 20 years, legislators have made both major and minor changes to the laws governing elections of the president, Duma deputies and municipal authorities. Even the Duma itself has flip-flopped between using the mixed and proportional systems for electing its members.

Entry barriers ranged from 5 percent in 1993-2003 to 7 percent in 2007-2011, and will switch back to 5 percent in 2016. The number of political parties with the right to participate in federal elections has declined over time: 273 in 1995, 139 in 1999, 64 in 2003, 15 in 2007 and 7 in 2011.

There are now hundreds of registered parties, but the greatest number to clear the 5 percent barrier were the eight that did so 20 years ago. According to sources close to those who pull the electoral strings, the future Duma will host the same four parties now included, along with two or three deputies from relatively harmless opposition parties and single-seat districts.

The requirement for candidates to submit voter signatures in order to register has changed repeatedly. The line reading "against all candidates" no longer appears on ballots other than for local elections and a minimum "threshold of voter turnout" is no longer required to recognize elections as valid.

The right to form electoral blocs has been canceled. The requirements have been tightened for holding early elections and for using absentee ballots. It is easy to lose track of all the changes made to the rules and laws on election campaigns and campaign financing. It is even difficult to enumerate all of the major changes that lawmakers have introduced."

In many cities, Jews were forbidden to enter designated “Aryan” zones. The government required Jews to identify themselves in ways that would permanently separate them from the rest of the population. As the Nazi leaders quickened preparations for their European war of conquest, the antisemitic legislation they enacted in Germany and Austria paved the way for more radical persecution of Jews.

Government Take Over Of Political Parties. Being forced to register to create a political party is used to make it much more difficult, for persons to create a political party. Also the ability to create a political party will be up to the decision of the government, so in otherwords you have to get perrmission from the government to approve your political party. You also need a certain amount of signatures which also frustrates the process. Wasn't it so easy for the PNP and JLP to enter into politics

Government Controlling Free Use Of Public Areas, By Using Smoking Ban.

In my experience I have seen smokers smoke in areas where people are not around, such as the outside of a building. If a smoker is smoking around me I simply move. I don't make a fuss over it. The public space is public, it belongs to us all, the public whether smoking or non smoking.
