The facts are that neither side can claim the other side is completely responsible.

COVID put a damper on immigration, but didn't put a damper on the conditions of corruption, poverty and violence in Central America. As soon as it was safe, the immigrants began their journeys--during the Trump administration, last fall.

The Biden Administration will not send unaccompanied minors home, and that accounts for most of the increase.

Imagine, if you will, what an atmosphere of cooperation and compromise would do to help solve our immigration crisis. Ain't never gonna happen, it seems.

Minors have been sent home before. The government tracks down their parents or family to meet them at the airport. All the teens could be returned to their parents, many of which are right across the border in Mexico.

And that is why Harris visited Guatemala to see if humanitarian efforts could keep them home. They can be educated more cheaply and fed more cheaply in Guatemala.

CAFTA should raise wages in Central America, as NAFTA did in Mexico. That would help.

Trump's plan of stopping aid to Central America to "punish" them didn't work. Would it be better to send $500 a year for every Central American child instead of spending $20,000 a year on the ones that arrive here?

I think it is an investment and a win-win situation. These teens would rather stay home if they could.

...which would show that they support President Trump's policies, and are not primarily motivated by the desire to destroy the person himself (which is what the majority of the "progressives" in Congress appear to have as their overriding objective).

Neither of those is a fair evaluation, we both know, but even IF what you describe as the Democrats' objective were true...the Biden administration isn't doing it, preferring instead to have an open border and let it be known to all who are interested in coming.

The idea of "targeted foreign assistance" is primarily talk, tokenism, and in any case does nothing to solve the immigration problem.

You've been misled. The same sort of aid was given in the Obama/Biden administration, and it worked. Trump halted the program, which led to the first surge of immigrants on Trump's watch:

An extension of the program, which the Obama administration established in conjunction with the UN refugee agency, still exists in Costa Rica, where people judged to be at immediate risk are housed while awaiting asylum in the United States and elsewhere. The Trump administration provided funding for that part of the program as recently as April.

But funding for the larger program — the one that was meant to feed into the Costa Rica portion — was cut in August, after being frozen in February 2017 as part of Trump’s efforts to more closely control immigration.

Biden is seeking to restore those agreements, but right now, the need is to do something about the mess Trump left. That's now been done:

While still holding the line against illegal immigration—including, sometimes, in Trumpian ways that should make liberals nervous—the Biden administration appears to be reversing most (but not all) of the executive measures put in place by the Trump administration to complicate and make more difficult the process of coming to the United States. The Biden approach seems to be to make it easier, quicker and cheaper for immigrants to come legally—while still trying to deter those who come illegally.
