What does "don't judge a book by its cover" mean? Don't book covers exist just to be judged?

What does "don't judge a book by its cover" mean? Don't book covers exist just to be judged?
I think it means more, Just because a book has a pretty picture on the cover, it doesn't necessarily mean that you will find it interesting; in fact, whether it will be an interesting book or not has nothing to do with what the cover looks like...

Book covers are made to be eye-catching. In a sea of books to choose from, it needs to stand out. Sometimes the book cover adequately conveys what is inside the book, sometimes it doesn't. But the goal is to get someone to pick it up. That's the first step in getting the person to read the book. Second is if it has a decent synopsis on the back explaining the story to intrigue someone enough to want to read the book.
