What are the seven kings of Rev. 17:10?

Who are they and what is the significance of this prophecy to the end times? Here is the text in question...

I came across a study which had some interesting points, and when I went into it deeper, I found a lot of discussion.

Some commentators feel its the form of government, but others feel its still the historical line of the nations as in Daniel.

Here is one interpretation...

"We see 5 beasts listed in these verses. Now consider carefully the 5 that are fallen. leopard beast bear lion dragon

5. (Papal Rome) Conglomerate beast of Revelation 13, has all characteristics of the above listed beasts. And is given its power by the red dragon. (Rev 13:2). Therefore this is the 5th kingdom. And it reigns for 1260 days until the crowns are taken. It has 10 crowns until it falls.

At which point the deadly wound occurs. The power is taken from this 5th Kingdom which ruled the world for 1260 years during the dark ages......The rule of the Papacy ended in 1798 exactly 1260 years after the destruction of the Ostrogoths and the implementation of the Justinian decree in 538AD. Pope Pius vi was taken captive by General Berthier of France. The destruction of the Papacy was thought to be sure when there were more than 1000 priests murdered at that day. This is well known as the deadly wound to the Papacy which is mentioned in Revelation 13.

At the time of the Pope going into captivity we see another beast rising out of the earth. Beast with two horns

Revelation 13:10-12 He that leadeth into captivity shall go into captivity: he that killeth with the sword must be killed with the sword. Here is the patience and the faith of the saints.
(11) And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
(12) And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

In 1798 General Berthier made his entrance into Rome, abolished the papal government, and established a secular one.? -Encyclopedia Britannica 1941 edition

Right around the time that the Pope Pius was taken captive, we see another beast coming up out of the earth with 2 horns. No crowns on these horns. This beast was representative of America....

So the time when 5 are fallen is therefore when there is no monarchy or one world Kingdom reigning the earth as in the past.

I once had a thought. There is a similarity between the seven horns of daniel and the seven kings. The seventh king is the eighth king and the little horn comes out of the seventh horn and is in fact an eighth horn. But like I said, it was just a thought.

Yes, the eight is one of the seven as we see.

The seven kings are the seven beasts of biblical prophecy. Kings, mountains, and beasts are used interchangeably in the above verses. The book of Daniel identifies kings and or kingdoms with prophetic beasts. Mountains also may prophetically represent kingdoms. Mount Zion is the kingdom of God. Satan was kicked out of the holy mountain of God, God's kingdom(Eze 28). The seven kings, beasts, and mountains are his counterfeit kingdoms of this world in rebellion against God.

The prophecy is given from the time of the sixth beast, kingdom, or mountain, for five have fallen when given. The beast that was, is not, and yet is, is the seventh beast of biblical prophecy foretold in Rev 13, as the resurrected beast who received a deadly wound which heals. It is the seventh and final beast of biblical prophecy which is the resurrected Holy Roman Empire on a global scale. It is said to be an eighth and one of the seven because the number eight is the number of the resurrection. Also because in 1929 the Vatican became a literal nation state of this world and is therefore now uniquely qualified to be one of the seven, the fifth beast resurrected, and at the same time a new literal nation state of this world. The Church of Rome alone can fill this unique position.

Apart from this, when the national Sunday law is passed which the Church of Rome calls the eighth day according to the resurrection, her power will be fully resurrected once again as well. Sunday laws are what gave Babylon the great, the power of the state the first time she rode the fifth beast of biblical prophecy.

...The great red dragon of the book of revelation is Satan himself.

Seven is the number of completeness. The seven beasts of biblical prophecy, the seven heads of the dragon, and the seven mountains of Rev. 17, are the seven earthly kingdoms through which Satan has, and does continue his rebellion against God on this earth. They are those kingdoms on earth throughout history that have continued this rebellion in close association with God's people on the same, and often, the persecution of the same.

They are in succession,
1) Babylon
2) Medo-Persia
3) Greece
4) Pagan Rome
5) Papal, Holy Roman Empire
6) The United States
7) Resurrection of the Papal Holy Roman Empire...

This last beast will be global in nature. It will be a confederation of all false religions, peoples, nations, tongues, and ideologies in rebellion against God, under the leadership of resurrected Papal Rome. It is the final world wide affront to God and His authority, and will be ended and destroyed by His personal return to this earth. Thus He will deliver His people, and put down all rebellion and authority save His own.

At that time both the harvests in this world will be ripe, and ready for reaping. The earths rebellion against God will have fully matured into a world wide movement under the leadership of Satan himself, the tares he sowed being fully matured and ripe. The seed which Christ has sowed being fully matured and ripe also, willing to stand firm in their faith in Christ and obedience to God, against the countless throngs of the entire world. All decisions will have been made, and God will come and put an end to rebellion once and for all.

Rev 14:14 And I looked, and behold a white cloud, and upon the cloud one sat like unto the Son of man, having on his head a golden crown, and in his hand a sharp sickle.
15 And another angel came out of the temple, crying with a loud voice to him that sat on the cloud, Thrust in thy sickle, and reap: for the time is come for thee to reap; for the harvest of the earth is ripe.
16 And he that sat on the cloud thrust in his sickle on the earth; and the earth was reaped.
17 And another angel came out of the temple which is in heaven, he also having a sharp sickle.

The above takes place after the giving of the three angels messages of Revelation 14. This message includes
1)the everlasting gospel and the admonition to worship the creator of heaven and earth and all things.
2)A call for all to come out of Babylon.
3) A dreadful warning against worshiping the beast and his image. After which, the saints are said to be those who keep the commandments of God, and have the faith of Jesus.

Rev 14:12 Here is the patience of the saints: here are they that keep the commandments of God, and the faith of Jesus.

Notice, they don't just have faith in Jesus, they have the faith of Jesus. His faith, His life of righteousness, His obedience to God, His Holy Spirit of God to effect the same. It is all about Him. By Him, in Him, and through Him alone will any be saved.

John 5:24 Verily, verily, I say unto you, He that heareth my word, and believeth on him that sent me, hath everlasting life, and shall not come into condemnation; but is passed from death unto life.....

12:48 He that rejecteth me, and receiveth not my words, hath one that judgeth him: the word that I have spoken, the same shall judge him in the last day..........

Yes the fourth beast of biblical prophecy was pagan Rome. There are seven beasts of biblical prophecy however. Papal Rome was the fifth, and will be resurrected as it were to be the seventh and final beast also...

The fifth head, or prophetic beast if you will, Papal Rome, is the head that received the deadly wound which is healed, and all the world wonders after. It received a deadly wound in 1798, when French General Berthier rifled the Vatican, tore the Pope from His throne, and the rings from his fingers, and sent him into exile where he died. The Papacy was declared at an end.

The United States is the sixth beast of biblical prophecy, or sixth head of the dragon if you will, which will, and is being instrumental in healing the wound of the fifth beast, the Papacy. When President Reagan reestablished political ties with the Vatican by sending a US ambassador to the same, we entered into political cooperation with the church of Rome to raise her back to a position of power which will be even greater than that which she exercised in the past. A global dominance.

One of the key points is "the beast that was, and is not" but comes back. Notice "the beast that carrieth her, which hath the seven heads and ten horns", it is the same beast which receives the 'deadly wound' in Revelation 13.

So the beast in Revelation 13 is the same beast you find in Revelation 17. The big difference is there's a woman sitting on the beast in Revelation 17. The difference is now you've got a woman, and in scripture you find a woman is a symbol of a church. This church is one that is controlling the power of Rome. So what came after the Roman Empire and rose to not just having power but a religious entity, students of history know. It says these are seven mountains, and Rome is called the city of seven hills, and a religious/political power rose from the ashes of the Roman Empire. And at the time of John, this religious entity was yet to appear as it says there are seven kings - five are fallen, one is, and the other is not yet come.

These heads represent kingdoms that persecuted God's people. You've got Egypt, Assyria, Babylon, Medo-Persia and Greece. Five that were in the past when John has this vision, all five of those powers occupied the children of Israel and persecuted them.

Now of the fallen those are all in the past, and it says five are fallen. It says one is - that was Rome at John's time, Pagan Rome ruled by the Caesars. And it says the other is not yet come, and when he is come, he must continue a short space. That's a religious/political entity, with the power of Rome ruled by the church and it says he's also the eighth. Why? You go to Revelation 13, it says he gets a deadly wound but he comes back again and goes and all the way to the end when Christ comes.

So this woman of Revelation 17 represents Babylon, the mother of harlots, false religion or apostate Christianity. Seven heads it says are seven mountains and then it says ten horns. These ten horns are the ten divisions of the Roman Empire that represent the nations of the world today. Just like in Daniel 2, where you've got the ten toes of the image after the Roman Empire, you've got the ten divisions of that Empire.

We have in verse 12, 'And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast..' Now the word kings there means kings or kingdoms, and it appears there's going to be a short time near the end of time where this beast power is going to allow these different nations to have authority as long as they direct their people and the worship back to this religious entity which comes back, but it's temporary.

As the next chapter clearly is about the fall of Babylon and these other kings of the earth are bewailing and lamenting her destruction. So for a brief period of time just before the plagues are poured out, the divisions of the Roman Empire are going to once again direct their authority back to the beast.

2 And he cried mightily with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.
3 For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
4 And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.
5 For her sins have reached unto heaven, and God hath remembered her iniquities.

Seriously?! Neither the Byzantine nor Ottoman Empire get mentioned?

Take a look at what had to happen, and who the seventh king and kingdom is, it must satisfy the following requirements:
The timeline – It must appear on earth sometime after the sixth kingdom (Rome), and yet sometime before the eighth kingdom (the last before Christ coming).

Activity – Like all of the other kingdoms on this list, it must dominate and persecute God’s people (either Israel, or spiritual Israel which are those grafted in, Christians).

Type – It must be arguably describable as a religious kingdom as it says blasphemy or that it has the power and authority of God, promoting idolatry among other evil intents.

Significance – As with the other kingdoms, it should alter the course of history in a manner that fulfills Biblical prophecy, in terms of the people and nations of the world.

So if you look closely, there is only one power in all history that meets the description given here. In other words, God closes every other option, and forces us to the only possible conclusion, this Antichrist power alone fulfills all the points of identity established.

From the Roman Empire to our time there has only been one political/religious entity that fits...

And they ask the question, "In view of the foregoing Reformation interpretations identifying Papacy as the Antichrist and Man of Sin, why do so many Evangelical Protestants today believe the Man of Sin and Antichrist are future individuals?"

Are we failing in our duty to warm the churches of the Reformation, as we see them drift back to the Papal Power, the AntiChrist.

Now if the perspective is from the future for John, lets say from the time of the fifth Beast, then we can see how it lines up.
Lets go through Revelation 17 and see what perspective that John is seeing, and I will try to put it in its correct context..

Revelation 17
King James Version
1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great harlot that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, Mystery, Babylon The Great, The Mother Of Harlots And Abominations Of The Earth.
6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.

This is the christian church already changed and riding the beast at Rome, Papal Rome, and John will be shown the judgement that will happen to it. I think we can agree that John is amazed at the change from the pure woman of Revelation 12, into a harlot full of abomination. Now the angel begins to identify both of them.

7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.

So the beast John saw, "was, and is not", so that gives us the clue that this is the beast of the "deadly wound" of Revelation 13, and repeated in verse 9, "behold the beast that was, and is not, and yet is." So, lets see if this is the perspective of 1798, with the next verses.

10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

So in 1798, we had the following fallen beasts, Babylon, Media-Persia, Greece, Pagan Rome and lets say Papal Rome with the wound is the last of the five. So in 1798 we have the image of the Beast risen up, America as the sixth,. so that would fit "and one is".
But now we have "and the other is not yet come; and when he cometh, he must continue a short space", so John is not seeing it from the perspective of 1798, and that leaves us with a question mark for the seventh beast. Could it be the UN, New World Order? Its a short time, so it could be, but we cant say for sure.

So now we have "the beast that was, and is not, even he is the eighth", which matches up to the fifth beast, that "was, and is not", which is linked to the beast of the "deadly wound" of Revelation 13, the Papacy.

This would line up as the as the following:
Babylon
Media-Persia
Greece
Pagan Rome
Papal Rome
America as the image to the Beast
UN/New World Order?
Fully restore Papal Rome

Then we have a final but short event which looks like the end...

12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.

The "one hour" in prophetic time would be around two weeks, and it seems they unite to fight against Christ at the Second Coming, and then you have the angel giving a final review of some key points..

15 And he saith unto me, The waters which thou sawest, where the harlot sitteth, are peoples, and multitudes, and nations, and tongues.
16 And the ten horns which thou sawest upon the beast, these shall hate the harlot, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

It looks like at the end, the nations will turn against the 'Harlot' or apostate church but still follow the Beast.
I think the prophecy was given for us to understand, so it cannot just stay hidden, it must be made plain..
